Emergency Preparedness
Emergency Preparedness is crucial in order to safeguard human, environment and material assets from adverse effects in case of unintended incidents. Scandpower's reference list includes; offshore production installations, transportation systems, petroleum process plants, municipal services (as water supply, solid waste treatment, waste water systems, energy), chemical industry, nuclear facilities and public transportation.
Establishing Emergency Preparedness Requirements
Do you know what tomorrow brings? Maybe not, but by establishing scenarios called "Defined Situations of Hazard and Accident" which are relevant to your site, you will be aware of possible dangerous situations. These scenarios will typically cover a wide range of situations such as major accidents, less extensive accidents and minor incidents causing a temporary increase in the level of risk.
Emergency Preparedness Analysis
An evaluation of the scenarios will confirm how well you handle a potential critical situation. The evaluation will include identification and evaluation of company/government measures, and of all critical actions and barriers (technical, maintenance, operational barriers) along the course of the scenarios (detection - warning - mobilization - rescue - evacuation - corrective action - normalization).
Emergency Planning
It is crucial to have a plan for how an accident shall be handled to minimize the impact on humans, environment and economy. This plan, called Emergency Preparedness Plan, should be developed based on the Emergency Preparedness Analysis.
Emergency Response Training
Training of the emergency organisation is a key word. All the defined DSHA's and all the involved parties should be trained on a regularly basis. The training can be organized as table top training, small scale practice, or occasionally full scale exercises.
